Is this a racist spam?
It's definitely spam. I never asked for this. Those weasel words at the bottom are a sure sign of spam. "Opting-in" What hogwash.
Is this racist? While not explicit I would certainly say that it could be read that way. Actually it's cleverly worded so those who are racist could read those anti <insert your ethnic group/colour of skin choice> sentiments in there. And those who aren't wouldn't be left with a vague feeling of uneasiness.

Canada currently allows foreign born politicians to take on positions within our
government as elected representatives of the people. They can even become Prime
Minister and Governor General. Many countries, including the USA, do not allow
this.
This practice causes a definate security risk for Canada. It is the "What if
situations" that national security is all about. What if a foreign born MP was
in control of very important documents and policies and Canada ended up in a war
against his homeland? We never know for sure where a persons deepest loyalty is
lodged. What if the current "Sponsorship Scandel" was just the tip of the
iceburg and there was major sponsorship going on with foreign countries that
were connected to a federal politician of foreign birth?
Please reply with your feelings; 1) Foreign born people should not be allowed to
have control of our federal politics. or 2) It is OK for foreign born people to
have full access to all government positions including Member of Parliament,
Prime Minister, and Governor General. or 3) Other (Please state your beliefs).
