I'm pretty sure I know who this person is but I'm not 100% positive. Thus no names will be mentioned on this web page other than those contained in the newsgroup postings themselves. Note that the individuals name has spaces in it so search engines can't be used to find this page using his name. I sincerely wish this page was not necessary however this persons behavior exceeds all understanding.
This page is *NOT* to be made public in any way. Instead it is meant to be a one stop page containing links so folks at ISPs and government agencies can make up their own mind as to how much of a problem he is.

Note that in the Microsoft newsgroups using the nomenclature [MSFT] after your name is standard by Microsoft employees. Some MVPs, including me, use [MVP] or similar.
Now the above alias really upsets me. I've met Tom Wickerath. These postings are *not* by Tom Wickerath. They are forgeries. This person is forging Tom Wickerath's name and attempting to ruin Tom's reputation.
Tom_Wimpernark@hotmail.com is presumably an attempt by this individual to mock Tom Wickerath.
The IP address is like a street address or phone number in some respects. Every persons activities on the Internet are logged by the IP address. Websites track the IP address as do newsgroup posting software. ISPs and corporations log who has been issued what IP address and when.
Unlike street addresses or phone numbers it is not possible for a person or corporation to know the identity of the person using what IP address. Unless you have appropriate court issued subpoenas or other government authority.
However you can complain to the corporation, organization or ISP which "owns" the IP address. You can determine the IP address owner by visit the ARIN WHOIS Database Search.
You can determine the IP address yourself from which the person is posting by clicking on the More Options link (in small letters on the right hand upper corner of the web page) and then clicking on Show Original.

According to the About Us page Click! Network is provided by Tacoma Power. Tacoma Power in turn is the "Largest department in City [of Tacoma] government". Also according to the Authorized ISPs page Click!Network sells their services via three ISPs. We don't know which of these three the poster actually uses.

The use of the Qwest IP address is somewhat old so I'm going to ignore it for now.
Perspective: Create an e-annoyance, go to jail Declan McCullagh, respected journalist discusses the Violence Against Women and Department of Justice Reauthorization Act. Now I will agree with him that the act may go overboard. However the individual mentioned on this page has at least a two year history of being annoying. Recently he has become much more abusive and uses a lot more foul language.
If you visit the Google profiles of the various aliases used there are over 7,000 postings. I'm sure they're not all abusive but there are many more than just the few examples I chose.

Now what is interesting is that postings from akempf@dol.wa.gov do not explicitly use foul language or racist or homophobic terms. Just derisive comments, the word retard and the STFU acronym. However postings by other aliases also from the State of Washington IP addresses do use foul language.
